				<content:encoded><![CDATA[<p>My research question: Where does Luxembourg fit in on Hofstede&#8217;s cultural dimensions: Individualism/Collectivism, Power Distance, Masculinity/Femininity, Uncertainty Avoidance, Long-Term/Short-Term Orientation, Indulgence versus Restraint, Monumentalism.</p>
<p>This research investigates the cultural pattern of Luxembourg. There being no previously published study on cultural dimensions in Luxembourg, this study addresses this issue in several ways: literature review, participant observation, questionnaires and interviews. 134 usable responses were collected from participants employed at Lindab Buildings Luxembourg, France and Germany and interviews were conducted. The Grand Duchy of Luxembourg and its specific place in Europe are detailed. Hofstede&#8217;s dimensions of culture were calculated: Individualism/Collectivism, Power Distance, Masculinity/Femininity,  Uncertainty Avoidance, Long-Term/Short-Term Orientation, Indulgence  versus Restraint, Monumentalism. Data are analysed and discussed to determine, first, if Hofstede&#8217;s estimates given for Luxembourg are accurate, second if the Luxembourgish language is used as an identifier and third, if Luxembourgers are happy because they are uncertainty avoidant. The results are shown in Hofstede&#8217;s maps superimposing my results onto his original maps. Finally, the question whether Luxembourgers are happy is discussed and a logistic regression is made in SPSS on Happiness. Conclusion and references follow.</p>

Core competencies in Human Resources are: Innovation, Outstanding Service, Quality, Special Skills, Productivity. Strategic Human Resources Management is about the organizational use of employees to gain and/or keep a competitive advantage against competitors. Core competencies are a unique capability in the organization that creates high value and that differentiates the organization from its competition. Factors that determine Human Resource Plans are: Strategy of the Organization and the Culture of the Organization who determine the Need for Human Resources in quantity and skills levels. The Competitive Financial Environment and the Current Organizational Situation determine the available Financial Resources. <p>Multinational&#8217;s staffing policies are ethno-centric, poly-centric, regio-centric, geo-centric. Ethno-centric staffing policy:  means, all major decisions are mat at HQ&#8217;s, HQ&#8217;s philosophy, strategies  and policies are imposed on the subsidiaries, expatriate managers are  assigned to head all subsidiaries, local managers are not assigned  internationally. Poly-centric staffing policy:  means, decisions are made in the subsidiaries, subsidiaries enjoy high  level of autonomy, local managers are assigned to head the subsidiaries,  HQ&#8217;s managers and specialists are sent for coordination for short  periods of time, local managers are trained at HQs. Regio-centric staffing policy:  means, the world is divided into major business regions, decisions are  made at regional HQ&#8217;s, managers or the same region are assigned within  the regional boundaries, promotion is possible within regions but not  across regions and not to International HQs. Geo-centric policy:  means, global thinking and decision making, the right person is  assigned to the right job at the right time regardless of nationality,  expatriate managers, local managers and third country nationals are  assinged globally including to HQ&#8217;s.</p>

<address>Elle avait toujours envisagé une formation continue post-universitaire.  La formule lui permet de mieux concilier son projet avec sa vie  professionnelle.&nbsp;</p>

<p>Le congé individuel de formation constitue une formule d&#8217;appoint  non négligeable, pour qui souhaite mener de front formation et vie  professionnelles. Ursula Schinzel peut en témoigner : Research  Consultant auprès du cabinet de chasseurs de têtes AIMS-Luxembourg, elle  avait toujours envisagé de compléter ses expériences et acquis  professionnels en gestion des affaires et des ressources humaines, par  une formation continue post-universitaire. En 2009, elle commence un  doctorat, qu&#8217;elle compte finaliser au plus tard en 2013.</p>
<h4>Une démarche conjointe</h4>
<p>Entre-temps,  c&#8217;est par l&#8217;intermédiaire d&#8217;une amie qu&#8217;elle prend connaissance de  cette mesure du congé individuel de formation &#8211; définie par la loi du 24  octobre 2007 -, et s&#8217;informe des modalités à suivre sur le site du  Ministère de l&#8217;Education nationale et sur le portail de la formation  professionnelle continue.</p>
<p>D&#8217;emblée, elle fait part de son projet  à son supérieur hiérarchique, Daniel Reinert, Partner d&#8217;AIMS. Ensemble,  ils effectuent les démarches nécessaires auprès du Ministère de  l’Education nationale: remplissent les formulaires disponibles en ligne,  envoient le dossier complet au Service de la Formation  professionnelle/congé-formation&#8230; Et attendent.</p>
<p>La réponse du  Ministère revient à la vitesse d&#8217;un boomerang: en moins d’une semaine le  feu vert est donné. Car elle remplit dès le départ les critères requis:  travaillant depuis six ans auprès du chasseur de têtes situé au  Limpertsberg, elle a choisi une université londonienne reconnue au  Luxembourg, pour poursuivre un doctorat en gestion des affaires, avec  une spécialisation en e-management.</p>
<h4>La règle de 20</h4>
<p>Concrètement,  l&#8217;employé se voit accorder par son employeur un nombre de jours établi  selon un calcul bien précis (jusqu&#8217;à 20 jours maximum pour une période  de deux ans). Durant cette période de formation, il continue à percevoir  son salaire habituel. L&#8217;Etat rembourse le montant de l’indemnité et la  part patronale des cotisations sociales à son employeur.</p>
<p>Nous  sommes alors en 2010. Le congé formation de Mme Schinzel prend effet  l&#8217;année suivante, avec 20 jours étalés sur deux années.</p>
<p>Comment  a-t-elle planifié ces journées avec son supérieur hiérarchique? « Nous  avons convenu ensemble de répartir ces jours à égalité sur les 2 ans (10  jours en 2011 et 10 jours en 2012), et d&#8217;arrêter déjà un certain nombre  de dates, tout en maintenant toutefois une marge de flexibilité en cas  d&#8217;imprévus, » se souvient-elle.</p>
<h4>Opportunité-temps</h4>
<p>Un  capital-temps dont elle tirera profit à bon escient, pour notamment  assister aux cours, réviser et passer ses examens, travailler avec ses  professeurs et son directeur de thèse, effectuer ses recherches,  rencontrer et interviewer des experts&#8230;</p>
<p>En 2011, le  congé-formation se concrétise, alors qu&#8217;une période charnière débute  pour la réussite de son projet. « Cette formation demande de fortes  doses de volonté et de rigueur, d&#8217;organisation et de concentration. Il  faut se battre contre la fatigue, et travailler aux heures où les autres  s’amusent ou se reposent, » explique la Research Consultant.</p>
<p>La  formule lui permet de passer ce cap décisif, tout en continuant  pleinement son activité professionnelle. Aussi, Mme Schinzel ne peut que  vivement recommander la démarche et l’expérience. Sans cette  opportunité-temps aurait-elle malgré tout envisagé de mener un tel  projet ? « Me connaissant, j&#8217;aurais malgré tout poursuivi ces études.  Mais cela aurait été plus difficile, plus long, presque impossible.  C&#8217;est donc une mesure qui allège quand même le quotidien, et permet de  mieux se concentrer sur sa formation, » reconnaît-elle.</p>
